Assembly Resolutions

10/23/00

RESOLVED, that the criteria for membership in the Church organization from this day forward be:

Attainment of (adult) age [20 – to be discussed at Council of Clergy];

Baptism in the New Church as an adult

Confirmation as an adult if baptized as a child.

No membership in any other Church organization.

RESOLVED, that the process by which one joins the Church organization is:

Candidate sends application to the Secretary of the Church;

A priest, if possible the one who baptized and/or currently serves as minister and/or confirmed the candidate, attests that he/she meets the above criteria and recommends him/her for membership;

The Executive Bishop, Acting Executive Bishop or his delegate (e.g., local representative) approves the application.

Comments:  These two resolutions must be discussed and passed at the Assembly, even if nothing else about organization is discussed, because this starts the process of building the Church in an organized fashion.  Even if the rules change slightly the next time, approve something this time.  You may want to add that current members are “grandfathered” even if they don’t meet the criteria.  And the discussion should make clear that an appeal process if a membership application is turned down would be built into the permanent organizational rules, but isn’t necessary in the interim.

RESOLVED, that the Assembly elect an interim Assembly Advisory Council (AAC) to represent the Assembly in all matters until the next Assembly is held.  It should consist of 9 to 25 members.  Each area of the Church should have at least one representative on the Council.

Comments:  In this and all the other interim organizations established in these resolutions, the name of the organization we tentatively agreed on in the organization discussions with the word “Interim” in front is used.  If this is passed, of course you must have an election for this council.

RESOLVED, that Rt. Rev. Alfred Acton be named Acting Executive Bishop (AEB) to serve until the next Assembly or until removed by a 2/3 vote of the interim Assembly Advisory Council.

Comments:  As in the last Assembly, the interim Assembly Advisory Council provides the checks and balances on the Acting Executive Bishop.

RESOLVED, that the Acting Executive Bishop appoint the following committees with the approval of the interim Assembly Advisory Council:

Interim Administrative Team (IAT), responsible for the day-to-day management of the Church; it should consist of 2-3 members of the interim Assembly Advisory Council, 2-3 priests, and others the Acting Executive Bishop feels can be useful in managing the Church; Organizational Development, responsible for continuing the processes of developing a new organization structure for the Church and Corporation.

[Others you want the Assembly to approve formally?]

RESOLVED, that the Acting Executive Bishop and interim Administrative Team implement a project to develop a full and accurate membership list for the International Church before the next Assembly.

CONSENSUS APPROVAL, of the proposed Amendments to the Corporation Bylaws.
